This journey included many years of honing, refining, and perfecting the RCM methodology in the commercial nuclear power industry. I have been fortunate to have worked in close association for those 35 years, both as a practitioner and as a member of senior management, with the two most leading-edge federal agencies responsible for reliability and safety, the Federal Aviation Administration (FAA) and the Nuclear Regulatory Commission (NRC). In fact, NRC representatives have said that the program I developed was the best RCM program they had ever seen. I was also instrumental in implementing two internationally recognized documents for safety and reliability, the Institute of Nuclear Power Operators (INPO) Document AP-913 and the NRC Maintenance Rule.
I received my Bachelor of Science in Mechanical Engineering from the University of Miami (FL) where I also minored in Economics. Additionally, I am an Instructor of RCM and preventive maintenance programs at UCLA, UCSD, UC Irvine, and the University of Kansas. My familiarity with the Electric Power Research Institute (EPRI), the Institute for Nuclear Power Operators (INPO), the NRC, the FAA, SAE Document JA1011, and Department of Energy (DOE) policies pertaining to RCM-based equipment reliability and preventive maintenance initiatives, have provided me with keen insight into the regulations and policies of the highest standards. In fact, many aspects of the work I have done have found their way into the aforementioned rules, guidelines, and regulations.
Since my retirement, my goal has been to enable and empower you and your in-house team to implement a premier RCM program at your facility without having to spend an inordinate amount of time and money and without the need for any expensive outside consulting services, specialized facilitator training, or any other support. I have embraced an easy-to-understand logic, utilized an objective rather than subjective decision making process, and have given great importance to maintaining the conceptual clarity of the process to marquee its simplicity. These were all designed specifically to enhance the understanding, ease of implementation, and cost-effectiveness of RCM. It is my goal for you to be able to develop and implement an affordable, robust, premier reliability program that will make your facility safer, more reliable, and more cost-efficient.
It is my belief that industry, universally, has the potential for attaining even greater levels of safety and reliability if the RCM process were more user-friendly. This is how it was intended to be by its pioneers, and I have designed my RCM Training Seminar and Workshop to do just that.
